SEQUENCE OF PLAY

1. Initiative Phase: Players make an opposed command roll to determine who has initiative. Winner decides which side moves a squadron first.
2. Movement Phase: Players alternate moving squadrons in any order.
3. Combat Phase: Craft with eligible targets fire upon enemies. Casualties are not applied until all shots are taken.
4. Morale Phase: Squadrons that took casualties make morale tests. If a squadron didn't fire this turn, it may attempt to rally. Broken squadrons are moved in this phase.
5. Special Actions Phase: Expired 'ionized' markers are removed from record sheets.
